I killed 26 NPC today and the hatchet still just swings over their body. I was only able to get 1 ice shard because that NPC died on a rock and I could get lower than him. MAJOR disappointment especially when I need 100 shards just to build the next level.

I'd say stick with snake arrows until you can farm new aysgarth, where you will get plenty of steel as well as steel arrows, so you can switch from snake to steel arrows. Hardened steel/starmetal arrows not worth the effort.
