If I have to, I'll just run new wires from the dimmer switch to the dash and A/C panel, but I want to know that the voltage is correct at the dimmer first.

It is not used on yours but still under there & easy to miss when checking the wires for a short & is known to get damaged & short out under there. Another place to check is behind the radio. It happened to a bunch of people including myself. Except mine kept blowing the fuse for the windows/door locks/trunk/gas door. Pull the glove box off and check the harness.
